Targeted Dialogue

At the end of Strategic Dialogue, the IOC Executive Board will invite a number of Interested Parties to enter Targeted Dialogue as Preferred Hosts. The decision will be based on the Future Host Commission’s report, each Interested Party’s submission and findings from the site visits.

Targeted Dialogue is the final stage before the host election and involves an in-depth review of the Preferred Host projects. Preferred Hosts will give a formal presentation and finalise their submission based on Commission feedback, including a full guarantee file with Venue Use guarantees and accommodation guarantees.

The Future Host Commission will submit a report for the Executive Board to decide which Preferred Host or Hosts should be put forward for election by the IOC Session.

IOC support

IOC support is delivered through a mostly virtual programme of customised workshops and other support adapted to each project. It addresses the final technical, financial and legal requirements and provides targeted guidance on the final submission, including the full guarantee file.

Evaluation

Evaluation is based on confirming the full robustness and deliverability of each project. It builds on the submissions developed during Strategic Dialogue and centres on the final submission and full set of guarantees. Particular emphasis is placed on the robustness and security of the financial model and the legal framework supporting the project.
