Continuous Dialogue

Continuous Dialogue involves non-committal talks with the IOC about hosting future Olympic Games. This helps the Interested Party to explore and improve its Olympic project, without linking it to any specific Games edition or year.

To enter, the National Olympic Committee of the country concerned submits a letter to the IOC confirming the name of the Interested Party it is proposing to host a future edition of the Olympic Games.

For transparency, the names of the Interested Parties in Continuous Dialogue are published on the IOC website.

Interested Parties receive bespoke support services from the IOC to assist with planning their venue masterplan, funding strategy and Games impact. The dialogue is flexible and does not require an official written submission or guarantees.

The IOC conducts a Feasibility Assessment to measure the progress of the Olympic project and assist the IOC Executive Board with its decision-making.

IOC support

The IOC provides continuous technical support tailored to the context and needs of each project. The aim is to help the Interested Party align its concept with the IOC’s strategic vision for the Olympic Games and the long-term development objectives of the host region.

Services are mainly delivered through technical workshops by videoconference. Topics include vision and impact, venue masterplan development, competition and non-competition venues, the Olympic Village concept, transport and accommodation planning, and the funding strategy and financial and commercial framework.

The IOC also provides dedicated communications support and resources to assist Interested Parties with stakeholder engagement activities.

Evaluation

Evaluation is based on technical criteria and strategic direction from the IOC Executive Board. The Feasibility Assessment covers the socio-economic and political context, long-term vision and impact, venue masterplan, funding strategy, political and public support, and Games delivery capability. Information is drawn from Interested Parties, IOC research and independent third-party data.
